Purpose of the Job

The primary purpose of the Treasury Officer position is to support the strategic and operational financial management functions of VisionFund Micro Finance Institution (S.C). This involves ensuring the effective implementation of financial rules, regulations, policies, procedures, and best practices across the organization. Under the direct supervision of the Treasury Division Manager, the Treasury Officer will manage the day-to-day activities within the treasury function, with a focus on ensuring the effective management of cash flow and cash & cash equivalents.

The incumbent will be directly responsible for payment processing, executing treasury management policies and procedures, managing cash flow, overseeing banking operations, and providing treasury advisory services. This role is essential to maintaining efficient financial resources management practices within the company, aligning with its mission and strategic goals of providing sustainable microfinance services to the productive poor.

Specific Duties and Responsibilities

The Treasury Officer will be responsible for a wide range of duties and responsibilities, including managing daily payment processing and actively interacting with banks, internal stakeholders, and external users. A key responsibility is maintaining and upholding treasury management policies and procedures to ensure financial integrity. This includes preparing cash requirements and executing daily financing decisions to maintain adequate liquidity.

The incumbent must possess a comprehensive understanding of all aspects of cash flow and provide sound advice to management on the company’s liquidity position. This involves the timely preparation of reports and comprehensive cash and cash equivalent reports. Preparing VisionFund MFI’s cash flow forecasts is another critical duty, enabling the organization to anticipate future financial needs.

The Treasury Officer will manage all cash and cash equivalent instruments, maintaining strong relationships and clear communication with financial institutions and banks. Ensuring that all legal requirements related to banking and taxation are met is paramount. Responsibilities also include preparing and maintaining all documents related to bank account establishment, management, and changes.

The role involves managing bank cards, online bank payment operations, and cash on hand, while undertaking due diligence in cash management to mitigate risks. You will oversee bank payments and transfers using both offline and online payment channels and platforms. Furthermore, the Treasury Officer will prepare cash flow forecasts and perform financial modeling, planning, and budgeting activities.

Managing all cash and cash equivalent instruments by closely monitoring cash inflows and outflows is crucial. Maintaining Real-Time Gross Settlement (RTGS) transactions as per policy, managing branches’ cash at bank and on-hand movement, and undertaking all due diligence in treasury management are also key duties.

Minimum Qualifications

Candidates for the Treasury Officer position must possess a Bachelor’s (BA) or Master’s (MBA) degree in Accounting, Finance, or a related field.

Experience

A minimum of three to five years of relevant experience is required, preferably in treasury or banking, including experience in managing bank accounts and cash management within a banking or microfinance industry setting.

Technical and Other Skills

The ideal candidate will have demonstrated experience in treasury management and managing cash and cash equivalents. They should also possess experience in dealing with banks, managing bank relations, and handling banking operations. A solid understanding of the application of International Accounting Standards (IAS) is essential.

Excellent customer service skills and a good understanding of office practices and procedures are necessary. The ability to perform multiple tasks and work under pressure with a wide range of individuals and institutions is critical. Candidates should be able to work under minimal supervision, demonstrate proactivity, initiative, and sound judgment.

Excellent communication, writing, and editing skills are required, as well as a high level of accuracy, attention to detail, and thoroughness. Maintaining confidentiality at the highest level is paramount. A high level of integrity and accountability, along with flexible approaches to work coupled with enthusiasm, commitment, and energy, are essential qualities.

Creative thinking and problem-solving skills, as well as good analytical, organizational, and time management skills, are highly desirable. The ability to work in a multi-cultural and multi-national environment is also important.
