Purpose and Key Responsibilities

The core purpose of the Assistant Project Coordinator position is to provide crucial technical support and guidance to the MoH Pharmaceutical and Medical Device Lead Executive Office (LEO). This involves close collaboration with various stakeholders to ensure the effective and compliant management of medical devices. The ideal candidate will contribute to the seamless flow of medical devices from procurement to installation, commissioning, acceptance, and capacity building within health facilities, always adhering to manufacturer standards and relevant regulations.

The Assistant Project Coordinator will be involved in a wide range of tasks, including monitoring all aspects of medical device acquisition and delivery to beneficiary health facilities. This encompasses ensuring site readiness, overseeing installation and commissioning processes, managing acceptance testing, and coordinating capacity building initiatives. You will assist in site assessments, ensuring that facilities are adequately prepared for the installation and operationalization of medical devices. Moreover, you will actively manage the installation process itself, ensuring adherence to manufacturer specifications and relevant industry standards.

A key aspect of the role involves overseeing the acceptance testing of installed devices to confirm their proper function and compliance with performance standards. This includes developing and implementing rigorous acceptance testing protocols. The coordination of training programs is also a vital responsibility, entailing the development and delivery of training materials for Regional Health Bureau (RHB) and health facility staff on the proper management, maintenance, and safe use of medical devices. Furthermore, the Assistant Project Coordinator will contribute to the implementation of robust quality assurance mechanisms designed to guarantee the quality and safety of medical devices throughout their lifecycle, actively monitoring device performance and promptly addressing any issues that may arise. Maintaining meticulous records of all device-related activities, including installation, commissioning, acceptance, maintenance, and disposal, is essential. The preparation of regular reports for the World Bank project team and stakeholders, including the MoH, EPSS, and development partners, is also a key responsibility, providing timely updates on project progress and challenges. Finally, the Assistant Project Coordinator will proactively identify and address challenges in medical device management, developing and implementing effective solutions to ensure the smooth and efficient operation of the project.

Location, Reporting Structure, Employment Terms and Salary

This position is located at the Ethiopian Pharmaceutical Supply Service (EPSS) headquarters in Addis Ababa, Ethiopia, with the possibility of field visits as required.

The Assistant Project Coordinator will report directly to EPSS while also coordinating closely with the MoH Pharmaceutical and Medical Device LEO.

The employment type is a fixed-term contract until December 2025, with no possibility of extension.

The monthly salary for this position is ETB 33,242.00.

Educational Background and Work Experience Requirements

To be considered for the Assistant Project Coordinator position, candidates must hold a BSc degree in Biomedical Engineering or Pharmacy. A Master’s degree (MSc/MA) in Biomedical Engineering or Supply Chain Management is highly desirable.

In addition to the educational qualifications, applicants must possess a minimum of 8 years of related professional work experience in the areas of medical device management and supply chain management. This experience should demonstrate a strong understanding of the principles and practices involved in the effective management of medical devices throughout their lifecycle.

Core Competencies

The ideal candidate will demonstrate a strong understanding of the medical device LC process, including shipment follow-up, customs clearance, and pre-import regulatory requirements. Proficiency in contract management, warehousing, inventory management, and distribution management is also essential.

The ability to prioritize tasks, manage multiple projects, and work under tight deadlines is essential for success in this role. Strong analytical and problem-solving skills, with the ability to make sound decisions based on data and market trends, are also highly valued.

Excellent organizational and time management skills, with the ability to handle multiple projects and deadlines simultaneously, are necessary for managing the diverse responsibilities of this position. The ability to proactively follow up on all activities in the procurement process is also important. Candidates must be able to work cooperatively with teams and individuals, fostering a collaborative and supportive work environment.

Proficiency in using Microsoft Office applications, Google Sheets, and ERP software and systems is required. Fluency in written, reading, and spoken English is mandatory. Knowledge of more than two national languages is preferable. Routine use of MS-Office applications, including Word, Excel and PowerPoint, and internet and email systems is also required. The ability to use additional statistical analysis packages is an advantage.

Accountability

The day-to-day activities and performance of the Assistant Project Coordinator will be guided by both Civil Service and MoH/RHB rules and regulations.

The MoH/RHB may periodically revise the Terms of Reference (TOR) for this position as new priorities emerge.
