Monitoring, Evaluation, and Learning Officer
CARE Ethiopia invites applications for the position of Monitoring, Evaluation, and Learning (MEL) Officer. This role is crucial for maintaining and enhancing the organization’s Monitoring and Evaluation (M&E) systems, particularly for the Women Lead in Emergencies (WLiE) Project. The MEL Officer will be instrumental in collecting, analyzing, and managing data, as well as ensuring that reporting and decision-making processes are informed by reliable information.
Responsibilities
The MEL Officer will focus on supporting the Women Lead in Emergencies Project by ensuring proper documentation, data collection, and reporting. This includes maintaining the FWS database, conducting data quality assessments, and providing technical support to field staff. The officer will work closely with CARE Ethiopia, CARE France, and global technical teams to produce timely and accurate reports.
A significant aspect of the role involves promoting accountability to affected communities through effective feedback mechanisms. By collecting and analyzing community feedback, the MEL Officer will ensure that the project aligns with the needs and expectations of beneficiaries. Additionally, the officer will conduct capacity-building sessions for implementing partners, ensuring that all stakeholders are well-equipped to meet the project’s goals.
The role also emphasizes knowledge sharing and learning. The MEL Officer will compile success stories, organize learning platforms, and facilitate discussions that enhance the project’s impact. Furthermore, the officer will promote gender-responsive MEL practices by ensuring that data is disaggregated by gender and that reporting reflects the principles of gender equality.
Qualifications
Candidates must possess a bachelor’s degree in social sciences, economics, international development, or a related field. Proficiency in statistical software like SPSS or STATA, as well as advanced knowledge of MS Excel and MS Access, is required. Experience in data management, qualitative and quantitative analysis, and maintaining program databases is highly desirable.
The ideal candidate will demonstrate strong interpersonal skills, a commitment to gender equity, and the ability to prioritize tasks effectively. Familiarity with MEL systems in humanitarian or development projects is an advantage.
