Program Manager I – Integrated Emergency Response and Recovery Project

As part of the USAID Bureau for Humanitarian Assistance-funded Integrated Emergency Response and Recovery Activity (IERRA) Project, the Program Manager I (PMI) will lead and oversee the project’s implementation across 22 woredas in Afar, Amhara, Oromia, Southern Ethiopia, and Tigray. This multisectoral initiative aims to strengthen community resilience in areas affected by drought, conflict, and economic instability. Key activities include providing agricultural inputs, rehabilitating water systems, and rebuilding shelters.

The PMI will ensure the project is executed within budget and timeline, while maintaining alignment with donor requirements. The role involves close collaboration with CRS departments and partners to track progress and address implementation challenges. The successful candidate will bring strong project management expertise, a deep understanding of development initiatives, and the ability to manage complex, multisectoral projects effectively.

Qualifications and Experience
Candidates must hold a Master’s or Bachelor’s degree in agriculture, rural development, food security, or related fields, with 5 years of relevant experience for an MA or 7 years for a BA. Experience managing development projects in agriculture, WASH, and emergency response is crucial, as is familiarity with USAID requirements. Applicants should have proven skills in building partnerships, managing diverse teams, and writing reports and proposals. Proficiency in Monitoring, Evaluation, Accountability, and Learning (MEAL) frameworks and computer applications like MS Office is essential.

Project Officer – Peacebuilding

CRS is also seeking a Project Officer to join its peacebuilding team in Jijiga. This role involves leading the local implementation of peacebuilding activities in the Oromia-Somali border areas, building capacity among project participants, and supporting partners in project alignment. The officer will monitor project progress, document success stories, and ensure best practices are applied consistently.

The ideal candidate will have a strong background in peacebuilding, conflict analysis, and reconciliation approaches, along with excellent interpersonal and communication skills. Experience in facilitating community dialogues, workshops, and planning events is essential.

Qualifications and Experience
Applicants must possess a Bachelor’s or Master’s degree in Conflict Studies, Political Science, International Relations, or related fields. A minimum of two years of experience for an MA and four years for a BA is required. Fluency in English and local languages, such as Afan Oromo and Afe Somali, is mandatory. Previous experience with international NGOs and proficiency in MS Office applications are strong advantages.
