UNOPS invites qualified candidates to apply for the position of Monitoring, Evaluation and Learning (MEL) Specialist to support the planning, development, and implementation of monitoring and evaluation systems across various projects. This position will play a crucial role in ensuring that project activities meet the highest standards of quality and effectiveness.
Position: Monitoring, Evaluation and Learning Specialist
The primary responsibility of the Monitoring, Evaluation and Learning Specialist is to provide technical support in the planning, development, and implementation of M&E systems that ensure effective project management and results-based accountability. This role encompasses a wide range of duties, including providing technical advice to programmes and projects, overseeing M&E portfolio reporting, and ensuring visibility at project, program, and portfolio levels. Additionally, the position involves stakeholder management, knowledge sharing, and ensuring innovation in approaches to M&E.
The ideal candidate will have a strong background in designing and implementing monitoring and evaluation systems, particularly in humanitarian and development settings. With over five years of experience in areas such as dashboard and Management Information System (MIS) design, online data collection, and data analysis, the MEL Specialist will work closely with various stakeholders to ensure the successful execution of M&E activities.
This position requires a solid understanding of ICT, including programming and SQL, as well as experience in managing partnerships with implementing organizations and donor-funded programmes. Travel to project sites may be necessary, and the MEL Specialist will supervise a team of Data Analysts to ensure the timely delivery of key M&E outcomes.
Requirements and Qualifications
Applicants must hold an Advanced University Degree (Master’s or equivalent) in Qualitative Research, Monitoring and Evaluation, Business Administration, Public Administration, Public Health, International Relations, Development Studies, Social Sciences, or a related field. A Bachelor’s Degree, combined with an additional two years of relevant experience, may be accepted in lieu of the advanced degree requirement.
Candidates are expected to have at least five years of experience in the design and implementation of M&E systems, with significant exposure to donor-funded programs and multi-stakeholder engagements. Proficiency in English and Amharic is essential, with knowledge of additional UN languages being an advantage.
